Universal Washrooms - Get Code Compliant with Camden

As awareness of inclusivity and accessibility grows, the demand for universal washrooms has become more prominent. These facilities are designed to be welcoming and functional for everyone, going beyond traditional layouts to accommodate individuals with mobility challenges, impairments, and other disabilities.
Accessibility is not only just a moral responsibility but also a legal requirement. In Canada, the National Building Code (NBC) and the Ontario Building Code (OBC) have recently been updated, building on the foundations laid by the Accessible Canada Act (ACA). Similarly, in the U.S., the Americans with Disabilities Act (ADA) mandates that all new constructions and renovations be accessible to individuals with disabilities. While terms like "accessible restrooms" or "barrier-free universal washrooms" may differ, their core purpose is the same: to offer dignity and independence for all.
Below, I’ve summarized the key elements of the building codes to assist in creating barrier-free access in both new and retrofitted universal washrooms.
National Building Code of Canada 2020 (NBC) - Section 3.8. Accessibility
3.8.3.6. Doorways and Doors - Power door operators shall activate automatically or through the use of controls that:
i. are located in a barrier-free path of travel,
ii. are marked with the International Symbol of Access,
iii. are located clear of the door swing and no more than 1500 mm from that door swing,
iv. are operable by touching or approaching any part of their surface with a fist, arm or foot,
3.8.3.8. Controls - Controls described in this Section shall, where located in a storey where a barrier-free path of travel is required and unless otherwise stated:
i. be in or adjacent to the barrier-free path of travel,
ii. be mounted 400 mm to 1200 mm above the floor, and
iii. be adjacent to and centered on either the length or the width of a clear floor space of 1350 mm by 800 mm,
and be operable:
i. with one hand in a closed fist position, without requiring tight grasping, pinching with fingers, or twisting of the wrist
and:
i. where controls provide a feedback signal to the user, it shall be both audible and visible
3.8.3.9. Accessible Signs - Signs required shall incorporate the International Symbol of Access or the International Symbol of Access for Hearing Loss and appropriate graphical or textual information that clearly indicates the type of facilities available.
3.8.3.13. Universal Washrooms - A universal washroom shall:
i. be served by a barrier-free path of travel,
ii. have a door that is capable of being locked from the inside and released from the outside in case of emergency, and that has,
iii. a graspable latch-operating mechanism located not less than 900 mm and not more than 1000 mm above the finished floor.
Ontario Building Code (OBC) - Section 3.8. Accessibility
3.8.3.12. Universal Washrooms - A universal washroom shall have:
i. an emergency call system that consists of audible and visual signal devices inside and outside of the washroom that are activated by a control device inside the washroom, and
ii. an emergency sign that contains the words IN THE EVENT OF AN EMERGENCY PUSH EMERGENCY BUTTON AND AUDIBLE AND VISUAL SIGNAL WILL ACTIVATE in letters at least 25 mm high with a 5 mm stroke, and that is posted above the emergency button.
What does this mean?
In Canada, building codes require universal washrooms to be fully accessible for people with disabilities. This means washrooms must be on barrier-free paths, have doors that open automatically or with easy-to-use buttons, and locks that are reachable and usable without twisting or tight gripping. Controls like door buttons or emergency systems must be within easy reach, operable with a closed fist, and provide both sound and visual feedback. Universal washrooms must also include an emergency call system with loud, visible alarms and clearly marked instructions in large print. Signage must display accessibility symbols and be easy to understand.
Do I Need a Code-Compliant Universal Washroom?
Building code requirements are not retroactive, meaning existing buildings are not required to adopt new features. However, these regulations apply to most newly constructed buildings and those over five years old undergoing significant renovations. Building owners and tenants should carefully evaluate their renovation plans to determine if Section 3.8 requirements apply. For new buildings, one code-compliant washroom is required for every three floors, and one in all single-story buildings.
What qualifies as a significant renovation? To be considered significant, renovations must meet all three of the following conditions:
- Occur in an area larger than 300m² (Approx. 3229 sq ft)
- Include new interior walls/floor assemblies or ceilings
- Be located on the main floor, close to the ground level.
